Although the roadmap (http://code.google.com/p/volatility/wiki/VolatilityRoadmap#Volatility_2.4_%28Official_Windows_8/Server_2012/Mavericks_Support) does say that version 2.4 is/was expected in Jan 2014, the fact that the name isn't crossed off  (like 2.3 and prior) would lead me to believe that 2.4 isn't available yet.

Also, the Volatilty team are very good at keeping the downloads list (http://code.google.com/p/volatility/downloads/list) up to date.

You can of course always SVN checkout the latest verison of the source: http://code.google.com/p/volatility/source/checkout

So, I simply think it's not available yet. Watch this volatile space.
